Ø Objectives: To receive Interim Reports on Research Projects.

 

Meeting Minutes

Objective

Discussion of objectives included the following: 

1)

 

1:00 PM Welcome and Opening, Roll Call.  

Norman Bellamy, facilitator for the Florida Building Commission, provided a welcome and a brief overview of the agenda items to be presented.

2)

There was an error in the Agenda for the meeting. TAC member Larry Banks was not listed on the Agenda. The agenda was approved with that correction.  An error was also noticed in the meeting minutes for the December 2nd, 2014 TAC meeting. A grammar error was noticed, and the Meeting Minutes were accepted with that correction.

3)

OBJECTIVE: To consider and accept Interim Reports on “Investigation of the Effectiveness and Failure Rates of Whole-house Mechanical ventilation Systems in Florida.”

 

  • Jeff Sonne was present from the Florida Solar Energy Center to give a presentation on the Interim Report.

 

  • After the presentation there were some questions and discussion concerning the projects and the report. The following is a summary of the discussions:

 

§   There was a question concerning the locations of these homes.  The presenters responded that the samplings of homes are from throughout the State.  There is no particular preference other than that it is Florida.

 

§   There was some discussion on how the Research team is determining the effectiveness of the ventilation. The presenter stated that the research project is concerned with determining if the Mechanical ventilation is working and at what air flow rate it is providing. Also some discussion was raised as to other parameters that should be recorded as well.

 

§   One question was raised on how the team is to determine if mechanical ventilation systems are even benefiting home ventilation. The presenter stated that the research projects’ focus however is on the performance of the Mechanical ventilation systems that are in use. This is outside of the research project’s scope.

 

§   There were concerns that this research doesn’t indicate what direction the TAC and commission is to take when the research is over.  Because it doesn’t show if mechanical ventilation is a better option than non-ventilated systems in regards to air quality. The presenter explained that this study is mostly to survey where the systems are and their performance in the field.  Not if mechanical ventilation helps air quality. It was suggested that to determine that, the study must be expanded.

 

§   One question asked was concerning what would be done with data after the research report is done. The presenter stated that the research project’s scope is to determine if the systems work per the code.  If the systems have a high failure rate; or if they have a high likelihood of being unused. If say, the mechanical ventilation is being unused then air tightness needs to be more porous.

 

§   There was discussion on the scope of the research project.  This scope was determined by contract.

 

§   There was some discussion on the purpose of the interim report itself and why an interim was needed.

 

§   There were also some worries about if the research team would get enough participation from home owners. The presenter stated that the solicitation of volunteers was still in early stages of receiving responses.

 

  • A motion was made by Larry Banks to accept the Interim Report. Seconded by Oscar Calleja.  A vote was taken by Roll.  The results were five to two in favor of accepting the report, so the motion was carried.

Public Comment:

 

Other TAC Business:  Oscar Calleja had a concern about an issue that was discussed at another TAC meeting.  There is a conflict concerning the placement of Smoke Detectors in the air distribution system.   There is a conflict between the 5th Edition (2014) FBC, Mechanical and the Florida Fire Prevention Code.

 

Adjourn:  Having no other TAC business or public comment the Meeting was Adjourned.
