The building's primary function is a "turn house" for ABCC members and guests playing the 18-hole golf course. It will be located on the golf course. The primary function will be to provide golfers a place to acquire food and beverage and use restroom facilities. The project's secondary function is a gathering place to relax over drinks and casual food after play.

The design contractor is progressing toward a final design but preliminary design information suggests that the cost for vertical access per Section 553.509 is both prohibitive and disproportionate. We are therefore seeking a waiver under Section 553.512 in order to proceed with the project.

Florida ADA, Section 553.509 requires vertical access for this facility. The federal ADA exempts this type of facility from vertical access [see 28 CFR 36.401(d) and Section 206.2.3, Exception 1 of the U.S. 2010 ADA Standards for Accessible Design]. The project will fully meet all other federal ADA requirements pursuant to 28 CFR 36.401(d)(3). The cost for vertical access is disproportionate as outlined in FL ADA Section 553.512 and, by reference, 28 CFR 36.403(f)(1). We therefore request a waiver from this requirement.

NOTE:**
The turnhouse is unique in that it will be located on a golf course. There is no parking other than limited space for golf carts to make a temporary stop to obtain food & beverage, or use the restrooms, before heading to the 10th tee. The 1st floor will be ADA accessible with seating; the 2nd floor will be an open, covered deck with seating but no HVAC nor restrooms. ABCC provides more extensive food & beverage service at its clubhouse on Selva Marina Drive. This facility is fully ADA accessible, offers a wide range of services from the bar & grill and the formal dining area, and has ADA parking conveniently located adjacent to the main entrance.

Pete's Turn will be a memorial to Pete Rodrigues, a popular and respected member of ABCC, who died in a tragic boating accident. The project is being funded through voluntary contributions made in his memory. Current funding will not cover the cost for vertical access. Unless a waiver is granted, or additional additional sources for funding can be found, the project will need to be abandoned and donations returned to contributors. Vertical access is disproportionate: the cost of an elevator ($80,000) is roughly 131% of the cost for the 2nd floor "alteration" ($61,000). [See additional comments.]

RPC General Contractors, Inc. (and their sub, Cronk Duch Architecture) have been assisting this effort on a pro bono basis, but is not formally engaged (i.e., under contract). The late Pete Rodrigues, for whom this project serve as a memorial, was President and Co-owner of RPC. His son has taken over as President and has been providing drawings and estimates as time allows.
