Description:

The existing building is a 15,458 SF three-story sorority house, with 2,989 SF on the partial basement level, 6,613 SF on the first floor, and 5,856 SF on the second floor. The project consists of a kitchen expansion, House Director addition, interior reconfigurations, and front façade improvements. The kitchen expansion adds approx. 331 SF to the first floor and the new addition adds approx. 791 SF to the first floor. No work is being done on the basement level or second floor level.

Summary:

The estimated approximate cost for the kitchen expansion and new addition for the House Director is $225,000. The estimated approximate construction cost for the other interior reconfigurations and front façade improvements are $75,000, for a total construction cost of approximately $300,000.

The project is currently under design. The sorority is on a compressed schedule for completion at the end of the summer, so we are starting the vertical accessibility waiver process at this stage in an attempt to accommodate the project schedule.

The estimated cost of the renovation is $ 300,000. Twenty percent (20%) of $ 300,000 is $60,000. We have received two (2) quotes for a 3-stop passenger elevator at $60,000 and $52,000 (elevator equipment only). We have also received an estimate of $47,000 for construction of the elevator shaft, pit, machine room, and required elevator fire protection. The total estimate for the installation of the elevator is $99,000, which exceeds the 20% threshold. We also explored the option of a stair lift but the width of the existing stairways present a technical infeasibility as the lift would encroach too much of the stairway, and not allow enough width for egress.

It is our professional opinion that the accessibility upgrades which are being incorporated into the renovations, along with the estimated cost of $99,000 to install a passenger elevator will greatly exceed the 20% threshold as stated in the 2010 FAC Section 202.4, thereby representing a disproportionate cost to the overall alteration. We also explored the option of a stair lift but the width of the existing stairways present a technical infeasibility as the lift would encroach too much of the stairway, and not allow enough width for egress.
