Summary:
Building will undergo maintenance, repairs and safety upgrades to abide by FBC2014. Some of these upgrades include updating all handrails and guardrails to meet current requirements and upgrading windows for safety and security to impact windows. Additional changes include redistributing one of the suites (Suite 4) to allow it to become an ADA accessible suite. Per FBC 2014 Accessibility 224.5, such ADA suite will also be equipped with communication features. 2 additional suites (Suites 1&7) will have communication features per BFC 2014 Accessibility table 224.4. Within the site features that will be impacted include the addition of an ADA compliant ramp that provides connection from public way to the lobby and accessible suite.

Per our review and research there has not been any significant construction on the building within the last 3 years.
Our communication with the City in regards to this project has been ongoing and we provide the City's recommendation herein for verification.

This request is initiated because the interior use is being changed from apartment to boutique hotel. In preparation for submittal to the corresponding Building Department and in discussion with Building Officials, we understand that vertical accessibility will be an issue that will come up during review. As part of the design and preparation of the project we would like to count on the Approval of such waiver prior to completing our documents.

NOTE:**
The existing first floor of the two level building is raised 20" from the ground and currently accessible through 3 sets of stairs along the street side. The layout of the building and the size of the site are not conducive to modifications to vertical circulation. Because all units face the street and hallways are all open, it would be very difficult to make changes without affecting its historic character. The envelope of the building is very close to the property lines, making exterior modifications virtually impossible.
Furthermore, Building is a contributing building in the North Shore National Register Historic District. Documentation is included herein as well as recommendation from both the Local and State Historic Preservation Divisions for granting vertical acc waiver.

After careful consideration and because of the historic facades and limited exterior space, neither a wheelchair lift nor elevator would be feasible for this building. Cost are included herein that demonstrate unreasonable cost of compliance vs cost of general renovations. We have included both the overall project cost with our general contractor as well as the lowest elevator proposal received to date.

Comments: I have personally met with vendors, contractors and various divisions of our Local Building Department looking for the most effective way in which to bring this building into full compliance. It has been my finding and is my professional opinion that the adjustments and renovations that are being proposed (which include remodeling an existing suite into ADA compliance, reconfiguring site features to accommodate an ADA ramp, making adjustments to 2 additional units for communication features, and adjusting all handrail and guardrails to meet current guidelines) demonstrate a commitment of the property owner toward making the building as accessible as possible without incurring disproportionate costs and without affecting its historic significance
