Because 2010 ADA Standards for Accessible Design gives exceptions which do not require vertical accessibility to upper floors of buildings less than three stories and because the proposed design exceeds the required number of accessible rooms (as outlined in the same standards) by placing them all on the lower level, we would request that the Florida requirements be waived down to the requirements of the ADA standards. This would eliminate the requirement for vertical accessibility to the second floor and the requirement for accessible toilet rooms on the second floor.

Because Young Life is a non-profit organization and because the ADA Guidelines do not require vertical access in this building and because the required number of accessible rooms (per ADA Guidelines) can be exceeded with those provided only on the lower level of the building, to require an elevator would add unnecessary cost burden to the project.
