TAC Members Present Via Teleconference: Drew M. Smith; Chair; Ron Bailey; Brent Caldwell; Steven Bassett; Oscar Calleja; Bob Cochell; Jan Geyselaers; Lawrence Maxwell; Roger Sanders.

 

TAC Members not Present:  Ron Bailey, Lawrence Maxwell, David Wojcieszak.

 

Staff Present: Norman Bellamy, Nick Duval, Jim Hammers, April Hammonds, Mo Madani.

 

Guests Present:  Jeff Sonne, Muthusamy Swami, David John, Drew Elsberry, Jeff Byron.

 

Objectives:  

Ø  To Consider and Discuss Declaratory Statement DS 2015-154

Ø  Categorizing Mandatory Requirements for Commercial Code Compliance

 

 

Meeting Minutes

Objective

Discussion of objectives included the following: 

1)

 

10:00 AM. Welcome and Opening, Roll Call.  A quorum was present.

Norman Bellamy, for the Florida Building Commission, provided a welcome and a brief introduction of the members present.   

2)

The agenda was approved as amended by the committee members. 

The meeting minutes for the December 29, 2015 meeting of the Energy TAC was modified to add Steve Bassett as being present at the meeting; and approved as amended by the committee members.

4)

Objective:

 

To consider and discuss the following declaratory Statement 

DS 2015-154 by David John, P.E. of Stan Weaver & Company

 

  • The petitioner David John was present to give a brief explanation of the declaratory statement and its purpose. Drew Elsberry was also present to give a brief explanation of the heat pump technology. Mo Madani gave the staff analysis for the declaratory statement.

 

  • There was some discussion from the staff concerning the two options put forth in the declaratory statement.  Steve Bassett made a motion to accept option one, this was seconded by Bob Cochell.  The vote to accept option one was unanimous.

 

Per Staff Analysis:

Option #1/Petitioner:

 

Petitioner respectfully believes the answer to the question outlined above is yes, if a wrap-around heat pipe coil is used, it is acceptable to not provide an Energy Recovery Ventilation System per paragraph C403.2. A wrap-around heat pipe is commonly viewed as a dehumidification device that employs energy recovery in series with the cooling coil.

Objective:

 

(I) Categorizing Mandatory Requirements for Commercial Code Compliance.

 

  • Muthusamy Swami was present from FSEC to give a presentation on the modifications to the printout for the code compliance software.

 

  • A motion was made to accept the report by Roger Sanders, and was seconded by Oscar Calleja. The motion passed unanimously.

 

(II) Review and Approval of Proposed Changes to the ENERGY GAUGE USA for Compliance with the 5th Edition (2014) FBC Energy Code.

 

  • Jeff Sonne was present from FSEC to give a presentation on the Energy Gauge USA compliance software. There was a comment from Oscar Calleja concerning a bug detected in the Energy Gauge software concerning SHGC. Jeff Sonne from FSEC stated that they will be looking into this bug and hopes to include it in the updates to the program. 

 

  • A motion was made to accept the report by Oscar Calleja, and seconded by Roger Sanders.  The motion passed unanimously.

6)

Other TAC Business.

  • There was a comment from Staff alerting the TAC members and public to the upcoming meeting to review the Code Change Modifications in April 2016.  The meeting will be in person and not by teleconference.

7)

Public Comment.

  • There was a public comment concerning upcoming IECC and ASHRAE development.

8)

Adjourn:  Having no other TAC business, the meeting was closed after a Motion and Second to Adjourn. Time 11:00 am.
