Discussion: Commissioner Hamrick moved that this course be denied. The Chair asked if “denied” were the only option to be used for this course. Cam Fentriss stated that the course could be deferred, until the next FBC meeting. April Hammonds stated that her preference would be to defer approval for this course, versus deny approval. Her reason was that if the course was denied, the provider may need to appeal under Chapter 120 or start the application process again from the start, rather than if the course was simply deferred. As a result, Commissioner Hamrick changed his motion to course deferral.

Education Administrator Activity Report

 

Discussion: Cam Fentriss stated that there were twenty two public inquiries. She reminded everyone of the training grant money that is available for both association and energy related training. She also noted that on April 8th another Education POC meeting will be held from 10:00 am until noon, at the physical site of the FBC meeting in St. Augustine. She further stated that presentations will be made for the benefit of the POC members, training providers, and accreditors covering content areas such as the accreditation process, rule requirements for course content and accreditor review, provider and accreditor responsibilities, and common mistakes found after course application is submitted and accredited. She stated that this may be a refresher for some, and that she is hopeful many providers and accreditors will attend.

Commissioner Stone stated that he wanted accreditors to comment on the accreditation process. He further stated that the process to approve courses took a long time from a provider’s perspective, and he wondered if there was a way that the education administrator could discover mistakes sooner to speed up the approval process. He further stated that we definitely needed to discuss this matter.

April Hammonds stated that it is the accreditor’s job to catch any mistakes related to content in the training materials. She stated that accreditors are providing a service to providers and that it is important that both providers and accreditors attend the training session on April 8th. She further stated that if accreditors do not correctly perform course reviews but accredit courses, then possible action may be taken regarding an accreditor’s approval with the FBC.

Commissioner Hamrick stated that he appreciated Ms. Hammonds’ comments and went on to say that accreditors need to know exactly their duties and be held to that standard.

April Hammonds stated that she felt it important to read into the record the relevant language in rule 61G20-6.002, Florida Administrative Code, as follows:

(2) Revocation of approval as an accreditor.

(a) Any accreditor shall have his/her approval status revoked for any of the following reasons:

3. Failure to effectively and/or accurately accredit courses, specifically relating to the correctness of the course building code content references;

 

(3) Training Provider Registration and Requirements.

(d) Upon submittal by a training provider, the selected accreditor shall receive an e-mail notification from the Building Code Information System and shall review the materials provided by the provider in accordance with the criteria identified herein. The accreditor shall complete the application by providing comments containing the results of the accreditor’s review and approving or denying accreditation of the course on the Building Code Information System. An accreditor may not approve for accreditation a course application that is not complete and accurate as specified in subsection (4). The accreditor shall also provide a certification of independence that attests the person or entity does not have, nor does it intend to acquire or will acquire, a financial interest in the training provider seeking accreditation.

 

Commissioner Stone stated that if he could communicate with providers outside of the Ed POC meetings regarding what he finds during his course reviews that the process might speed up regarding course approvals.

April Hammonds restated that it is the responsibility of the accreditor to make sure that the course materials are up to date and correct, which is why they should be attending the training session on April 8th.

Cam Fentriss stated that the education administrator worked with both providers and accreditors, many times at the last minute, to try to correct mistakes discovered during the education administrator and ED POC review of the course materials. She stated that this activity became extremely unwieldy because it was happening at the last minute and too often did not leave enough time for POC member re-review of materials before the FBC Plenary session.

The Chair asked for other discussion, with none forthcoming.

Topics for discussion (more may be included): explanation of accreditation process, rule requirements for course content and accreditor review, provider and accreditor responsibilities, and common mistakes found after course application is submitted and accredited.
