Welcome:
Chairman Browdy opened
the meeting at 10:00 am, EST, Monday, May 12, 2014. He asked that Jim Richmond take roll for a
quorum and once reached provide the group with the legislative update.
Role Call:
Jim Richmond called
roll and a quorum was reached with 13 members on the call.
Approval of Agenda:
Chairman Browdy asked
for motion to approve the agenda.
Commissioner Carlson enter motion to approve agenda, Commissioner Schock
seconded the motion, the motion passed unanimously.

Legislative Update:
Jim stated the session
ended 5/2/14.
Jim provided the background
and updates to Enrolled CS/HB 7147, Engrossed 2. He detailed and provided prior background on Sections
12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 25-553.80, 26 and 27.
Jim advised the next
step is presentation to the Governor. He
further explained the timelines and actions for this stage of the process.
Jim concluded the
legislative update and asked if there were any questions or comments.
Chairman Browdy stated
he feels the most significant change from an operational point of view is the opportunity
for individuals who have questions with regard to the interpretation of the
accessibility requirements of the Florida Building Code; specifically the
chapter will have some venue to address those issues.
Jim stated he agreed
that this will have an ongoing impact.
He said the code will need to be amended for a few of the changes. Jim further stated this will benefit the
industry providing clarity. He covered
the requirements of interpretation and results are consistent with the Federal
guidelines.
Chairman Browdy stated
that he does not want issues that could cause issues with the certification.
April Hammonds, Esq.
provided the guidelines that she will be using and relayed her concerns on
binding and nonbinding interpretations.
She did advise that the certification is moving along, it is just moving
along slowly.
Chairman Browdy
requested that Jim explain the $250,000 exclusion from the Bill for the Future
Builders of America and how it is in the budget but not in the bill.
Jim explained the
process and why this was not included in the bill, however did go through with
the Department budget. He further stated
that there is also $200,000 for Mobile Code Training program which was included
and is subject to Governor approval/signature.
Jim advised the Governor can line item veto on the Departmental Budget
and could take several weeks.
