of Meeting Agenda: Motion
to approve as posted by Dick Browdy, seconded by Bob Boyer. Unanimous approval. |

Review and Approval
of Meeting Minutes of March 28, 2014: Motion to accept
minutes of previous meeting by Bob Boyer, seconded by Dick Browdy. Unanimous approval. |
5) |
Review and make recommendation to the
Commission regarding: DS2014-042,
petitioned by Barry A. Schneer. Mr. Schneer provided opening comments and Mo Madani
provided staff analysis. After
discussion, motion was made by Dick Browdy to accept staff recommendation and
dismiss this request for declaratory statement DS2014-042, seconded by Bob
Boyer based on staff analysis. Action
is as follows: “The Commission has no authority on this issue” (see staff
analysis). Vote taken with unanimous
approval. |

Review and make
recommendation to the Commission regarding: DS2014-043, petitioned by City of Oviedo, Donald L. Fuchs, Jr. Mr.
Fuchs provided a brief statement as to request for declaratory
statement. Staff analysis was provided
by Mo. Madani which included an overview of the original request for
declaratory statement, and a modification to the original question to include
a change in one word in the question which the Fire and Electrical TAC’s
voted on as modified. The modified
question is, “Since the townhouse unit is considered a single-family dwelling
unit, with a zero lot line, must each townhouse unit have their own separate
utilities including electric, fire sprinkler system if required, and water
sewer service within their own Bill
Dumbaugh motioned to respond “Yes” to the question as stated by the Fire and
Electrical TAC’s, seconded by Don Brown.
With no further discussion by the TAC, vote was called, with a
unanimous vote to approve motion as also approved by both the Fire and
Electrical TACs. |

Review and make
recommendation to the Commission regarding: DS2014-061, petitioned by Chester Darby Mr.
Darby provided a brief statement as to request for Declaratory
Statement. Mr. Mo Madani provided the
staff analysis regarding the requirements of threshold inspections and
concluded that the answer to all five projects provided in the request have
the following answer: Staff Analysis: Project 1 5 story,
8,750sf, 35 unit condominium. Post tension structure with cast in place
columns and beams. Scope of work is to lock-off remove/replace and re-tension
approximately 600 post tension anchors throughout the structure as well as
completely remove and recast 10 cantilever balconies 840sf and perform
partial structural repairs to various columns, beams, and slabs. Question: Do the activities listed above meet the criteria
of 2010 Florida Building Code Chapter 1: Sec 110.3.7.1? Answer: Yes, the level of work in question involves
alteration to the structural
components of a threshold building “5 story unit condominium” and
therefore, the activities listed above fall within the scope of section 110.3.7
of the Florida Building Code, Building. Project 2 7 story,
19,500sf, 98 unit condominium. Structure is elevated above an on grade
parking area. Building is hollow core panel with cast in place columns and
beams with exterior walkways. Scope of work is to remove wall and structural
topping, reinforce slab and install new fall protection wall at exterior
walkways. Completely remove and replace with conventional concrete 10
Interior hollow core panels. Question: Do the activities listed above meet the criteria
of 2010 Florida Building Code Chapter 1: Sec 110.3.7.1? Answer: Yes, the level of work in question involves
alteration to the structural
components of a threshold building “7 story unit condominium” and
therefore, the activities listed above fall within the scope of section 110.3.7
of the Florida Building Code, Building. Project 3 4 story, 27,000
sf, 60 unit condominium. Structure is cast in place concrete. Scope of work
is to completely remove 3,240sf of exterior cantilevered balconies and Cast
in place new. Question: Do the activities listed above
meet the criteria of 2010 Florida Building Code Chapter 1: Sec110.3.7.1? Answer: Yes, the level of work in question involves
alteration to the structural
components of a threshold building “4 story unit condominium” and
therefore, the activities list above fall within the scope of section 110.3.7
of the Florida Building Code, Building.
Elevated 25
story, 10,000 sf, 25 unit condominium. Structure is cast in place concrete.
Scope of work is to perform various structural repairs to columns and beams
including building support columns. Question: Do the activities listed above
meet the criteria of 2010 Florida Building Code Chapter 1: Sec 110.3.7.1? Answer: Yes, the level of work in question involves
repair to the structural components of a threshold building “25 story unit
condominium” and therefore, the activities listed above fall within the scope
of section 110.3.7 of the Florida Building Code, Building. Project 5 7 story,
37,500sf, 80 unit condominium. Structure is cast in place concrete. Scope of
work is to support and sever 72 balconies, remove 1ft strip of concrete from
each balcony at building plane, repair structural steel and recast. Remove
and replace 80 floor to ceiling exterior glass wall systems with added cast
in place reinforcing columns. Question: Do the activities listed above meet the criteria
of 2010 Florida Building Code Chapter 1: Sec 110.3.7.1? Answer: Yes, the level of work in question involves
repair/alteration to the structural components of a threshold building “7
story unit condominium” and therefore, the activities listed above fall
within the scope of section 110.3.7 of the Florida Building Code, Building. Motion
was provided by Don Brown to accept the staff recommendations, seconded by
Bob Boyer. With no further discussion,
the vote was called with a unanimous vote to accept the motion. |

Discuss and recommend
potential research topics for consideration by the Commission. Dick
Browdy suggested that a state-wide analysis of permitting fees and permitting
plan review times and, perhaps other issues, would help evaluate the
uniformity of the administration of our ‘uniform (building) code and assist
with providing some consistency throughout the different jurisdictions in the
administration of the uniform code. At
the very least, provide research and analysis in the districts which provide
75%-80% of the total permits applied for within the state. It was also
suggested that perhaps BOAF already has this information or can be a catalyst
to obtain this information. There was a workgroup in the recent past which
reported that there is a major disparity in the permitting fees and time
schedules to apply for and obtain permits but nothing was moved forward based
on that report. None
of the TAC members made a motion to move this forward for a vote. |
