ACCESSIBILITY ADVISORY COUNCIL

August 20, 2007

Withdrawn:

DOMO JAPONES was withdrawn at the request of the applicant.

Deferred:  The following were deferred because of inadequate information submitted and no representative was present:

CHARLOTTE COUNTY CULTURAL CENTER THEATER

COLLEGE OF BUSINESS OFFICE DEPOT CENTER FAU

CHIQUITA ANIMAL HOSPITAL

The following were recommended for approval with no conditions imposed.

IMAGES AESTHETIC DENTISTRY:  The project is a two story office building undergoing a $600,000 alteration.  The building will house a dentist’s office on the first floor and a tenant yet to be determined on the second.  The applicant supplied documentation that it would cost more than 20% of the cost of the alteration to the primary function area to make the second floor accessible.

RIVERTOWN COMMUNITY BALLFIELD UNIT 1:  The project is new $4,500,000 project with four baseball fields.  Each set of bleachers will seat approximately 80 persons and the existing building at one field will have seating for no more than 100 persons as well as accessible toilet rooms.  The dugouts are also accessible.  The Council concluded that since all required wheelchair seating will be provided it is unreasonable to require all rows be made accessible.

ROBIN SHEPHERD GROUP:  The applicant requested a waiver from providing vertical accessibility to levels totaling approximately 10% of the building’s square footage.  A cast concrete cantilevered mezzanine is at the rear of the building and it is technically infeasible to provide a lift in the existing stairwell because of structural constraints.

CINEMA WORLD AT VERO BEACH:  The Council reviewed each type theater to ensure accessibility is provided as required.  The project is an existing 11 screen theater undergoing a $1,750.000 alteration to become a 10 screen theater.  The existing floors are sloped and the finished project will have stadium-style seating.  The Council concluded it was technically infeasible to make each row of seats accessible.

The following are recommended for approval with conditions imposed:

FILLMORE MIAMI BEACH AT THE JACKIE GLEASON THEATER:  The project is a theater undergoing a $1.5 million alteration.  Existing accessible seating is not sufficient, but in the course of construction, the required number of seats will be provided.  The Council recommended the waiver be granted, provided accessible seating locations are not directly adjacent to the aisles; that flip-up arms are on the aisle seats; and that accessible seats have sight lines less than 30 degrees.

USF MARSHALL STUDENT CENTER:  The project is a new, $48,000,000 with a 488 seat auditorium and a 74 seat student senate chamber.  The issue is vertical accessibility to all rows of seats and the project was recommended for approval, provided accessible seating in the auditorium is moved back far enough to permit side access; ensure no accessible seating is directly on the aisles; that flip up arms are provided on the aisles; and that the 36 degree sight line at the front is reduced to no more than 30 degrees.

The following were added to the agenda for cause:

FLORIDA ATLANTIC UNIVERSITY ARENA:  The project is installation of a new roll away bleacher system that is located on the west side of the basketball court.  The existing arena seating provides for a total of 3,686 patrons.  Phase I (west side) will provide approximately 574 sets with Phase II being a replacement of the existing roll away bleachers.  The scope of the work also includes two small sets of bleachers at the north and south areas of the arena.  The project will cost $320,634, and the Council concluded that it was unnecessary to require all levels of the bleachers to be vertically accessible.

FLORIDA INTERNATIONAL UNIVERSITY FOOTBALL STADIUM EXPANSION.  The project had previously been reviewed by the Council which identified portions of the facility that needed to have more information available before a decision could be reached.  The accessible sky boxes were originally designed to have access via sliding glass doors and the Council asked that they be replaced with swinging doors.  Toilet stalls did not include the Florida specific requirement for lavatories within the stalls.  The Council recommended approval provided supplemental drawings are submitted that document the requested changes.
