EST, Thursday July 18, 2013. Roll was
called and a quorum was determined.
Commissioner Gonzalez moved to approve

Browdy stated the objective of the meeting, which was to review the
circumstances concerning certification to the US Department of Energy that the
2010 Florida Building Code, Energy
Conservation, meets or exceeds the residential provisions of the 2009 International Energy Conservation Code
(IECC). Jim Richmond briefly reiterated that goal and turned the meeting
over to Mo Madani to provide an overview of the facts and circumstances
relative to the energy code stringency certification.
Overview:
Mr. Madani
summarized the requirement by the U.S. Department of Energy that this
certification be made, similar to the certification made last year concerning
equivalence of the commercial provisions of the 2010 code to ASHRAE Standard
90.1-2007. He further stated that
Florida uses the 2009 IECC as its
base code for its 2010 Energy Conservation code, and that the Standard
Reference Design features of Florida’s performance compliance method match
those in the 2006 IECC. Florida law has previously required that
Florida’s 2010 Energy Conservation
code be 20 percent more stringent than the 2007 Energy Conservation code; Florida’s code met this requirement by
placing a multiplier of 0.80 against the Standard Reference Design features in
its performance-based code compliance method. The U.S. Department of Energy
notice stated findings that the 2009 IECC
was 14 percent more stringent than the 2006 IECC. Data analysis by the Florida Solar Energy
Center, during the code development process that put the 2010 FBC-Energy Conservation in place, found
that the residential provisions of Florida’s 2010 Energy Conservation code exceed the 2009 IECC by 2 – 4 percent. Further, extensive public scrutiny was
provided over a 14 month period during Florida’s 2010 Energy Conservation code development process. Evidence shows that
the residential provisions of Florida’s Energy
Conservation code are 2 – 6 percent more stringent than those of the 2009 International Energy Conservation Code.
Commissioner Gonzalez moved that the
Commission certify that the residential provisions of the 2010 Florida Building Code, Energy Conservation,
meet or exceed those in the 2009 International Energy Conservation Code and
further to authorize Chairman Browdy to submit the certification letter as
amended to DOE as mandated by Title III of the Energy Conservation and
Production Act.. Commissioner Boyer seconded. The Commission approved the
motion unanimously.
No public comment was received.
Commissioners Gonzalez and Browdy enthused that the Energy TAC and DBPR staff
had done a great job.
Adjournment: The meeting was adjourned by Chairman
Browdy at 9:20 a.m.
