We are asking if the Florida-Specific ADA Requirement outlined in Advisory Scope 201.1 (Florida) be waived and that the requirements in 201.1 Scope of the Federal ADA be applied instead.
According to the Federal Requirement "scoping limits the number of multiple elements required to be accessible" and therefore does not adhere to Section 201.1.1 Vertical Accessibility. Per code the entire garage (including both the existing and new spaces) are required to provide a total of 30 ADA spaces. All 30 of these spaces are on the ground floor so there are no accessible spaces above ground level requiring vertical accessibility.

The location of all ADA spaces on the ground floor may be considered a benefit to handicapped people using this garage. All ADA spaces will be located along the perimeter of the structure and have immediate access to accessible sidewalks and access to the University on all sides. At no time will someone be required to egress behind a vehicular stall to get to the required exit path.
