TAC/POC Members and Objectives

TAC Members Present Via Teleconference: Drew M. Smith , Chair; Ron Bailey; Brent Caldwell; Oscar Calleja; Bob Cochell; Roger Sanders; and David Wojcieszak.

TAC Members not Present:, Jan Geyselaers, Lawrence Maxwell

Objectives:  To consider and discuss Declaratory Statement DS-2014-075. 

 

Meeting Minutes

Objective

Discussion of objectives included the following: 

1)

 

2:05 PM. Welcome and Opening, Roll Call.  A quorum was present.

Norman Bellamy, facilitator for the Florida Building Commission, provided a welcome and a brief introduction of the members present. 

2)

The agenda and meeting minutes for the June 26thth, 2014 Energy TAC were approved unanimously by the committee members.

3)

Objective:  To Consider and Discuss Declaratory Statement DS-2014-075 by Sprague Ownings of Marion County.

  • Mr. Mo Madani asked if the petitioner was available to present his case on this Dec. Statement but he was not on the line. Mr. Madani then presented the Dec. Statement and a walkthrough of the Dec. request and the issues involved.
  • There was a comment from Mr. Calleja concerning whether the owner could circumvent the intent of the code, by later taking the humidistat required for a mini-split in a Sunroom out and replacing it with a thermostat. Mr. Wojcieszak and Mr. Sanders were also concerned about circumvention of the code.
  • Legal consul April Hammonds commented that the Electrical TAC had also taken up this issue.  She also proposed that for the Energy TAC could take up the modification to the Staff Analysis proposed in the Electrical TAC. 
  • A motion was made to accept Staff analysis as modified by the Electrical TAC.  by Mr. Drew Smith, and seconded by Bob Cochell. The vote was unanimous to accept this recommendation. The TAC Action is as follows: (See below)

 

 

DS-2014-075

Question 1): Does the use of a mini-split or other equipment that is listed as an A/C unit or heat pump that has a dehumidification mode and a promised to only run in the dehumidication mode exempt the reclassification of a Category I, II, or III sunroom to a IV or V?

 

Answer: The answer is No.  As per sections R301.2.1.1.2 of the 2010 Florida Building Code, Residential, a mini split system that could provide cooling or heating to the sunroom would place the room in category IV or V, depending on thermal isolation or lack thereof from the primary structure.  All applicable code requirements would apply.  To be exempt, the unit must comply with  be controlled by a humidistat as required by Section 101.4.8.5(5) of the 2010 Florida Building Code, Energy Conservation.

 

Question 2): Does a dehumidification mode and signed affidavit to only run the unit in dehumification mode circumvent the listing & labeling intent and circumvent all other application code requirement.
