Review pending accreditor
applications for recommendation to the Commission Mr. Charles Barr Pending Discussion: The
Chair asked the Education Administrator, Michael Clark, to address
this agenda item. Mr. Clark stated that the applicant’s name is Mr. Charles
Barr and he currently resides in St. Augustine, Florida. He further stated
that Mr. Barr was previously approved as an accreditor at the December (2014)
ED POC meeting. Specifically, Mr. Barr was approved to review the courses
containing content regarding Class A Air Conditioning, Accessibility,
Administration, Class B Air Conditioning, Building Commercial, and Building
Residential. Mr. Barr, however, did not attend that meeting and he mistakenly
thought he was also approved to review courses in the other content areas of Alarm
1, Alarm II, Building-Special Occupancy, Commercial Pool/Spa, Electrical Commercial,
Energy, Electrical Residential, Fire, Fuel/Gas, Existing Building Code,
Mechanical, Plumbing, and Pollutant Storage System. As a result, Mr. Barr
is at this time requesting to be approved to review courses in these
additional content areas. Mr. Clark stated that all of the
ED POC members were sent Mr. Barr’s resume via email. He further stated that
he checked to verify that all of Mr. Barr’s licenses were current. The reason
that the status of a license “being current” is important, is because in
61G20-6.002 (1) line 5 it states that, “Applications (to become a provider) shall
be approved by the commission if the applicant has demonstrated five years of
Florida Building Code expertise in the field for which approval is sought, or
equivalent as specified below, or possess an “active license” issued pursuant
to……” On that resume, Mr. Barr specifically referenced the following
licenses, of which only 3 out of 7 are both current and active:
Mr. Clark then stated that the
decision regarding Mr. Barr’s request should be based on a combination of an
analysis of his resume, current licenses, and the equivalent factors
mentioned in 61G20-6.002 (1) (a) (b) (c) (d). Again, Mr. Clark stated that Mr. Barr wants to review courses regarding
the additional content areas of Alarm 1, Alarm II, Building-Special
Occupancy, Commercial Pool/Spa, Electrical Commercial, Energy, Electrical
Residential, Fire, Fuel/Gas, Existing Building Code, Mechanical, Plumbing,
and Pollutant Storage System. The Chair suggested that the ED POC
look at each content area individually, ask Mr. Barr to describe his
experience regarding each area and question him if needed, then motion to
approve/not approve. As a result, the ED POC members, with Mr. Barr
explaining his experience for each, did approve each of the additional
content areas. The following are the individual motions that occurred: Motion: To

to the addition in the syllabus as to how the course will be evaluated, as
well as the addition of a general time allotment for the course content

The Education Administrator
found that no mention of how the course was to be evaluated was included in
the syllabus. Also missing was a general time allotment for the course
content areas. Both

Education Administrator activity
report Discussion: The
Education Administrator stated that the report contained brief descriptions
of the normal activities of the Administrator from May 16th through July
24th, 2016, including staffing the ED POC meetings and handling inquiries
from a variety of sources concerning the FBC Education Program. He also
stated that “Training Funding” information (for 2016-2017) was also included
in the report, which was promoted by Building A Safer Florida (BASF), and
which included the who/what of eligibility requirements. He stated that if
anyone was interested, or had questions, to contact Cam Fentriss by the email
address listed with the information. No questions were forthcoming from the
ED POC members concerning the report content. Larry Schneider (a training provider
and accreditor) did ask why “Accessibility” was not included as a possible
eligible course topic within the Training Funding Information. The Education
Administrator did not know of a reason and stated he would ask Cam Fentriss
(BASF) why it was not included. He also stated that he would report back to
the ED POC, as well as call Mr. Schneider with his findings. A. Provided administrative support for FBC Education POC for

accreditors to ensure compliance with Rule 61G20-6.002 E. Checked the BCIS to ensure
information is current regarding the FBC Education and Accreditation Program F. Inquiries addressed from May 16th, 2016 to July 24th, 2016
