Description:
This is an existing hotel complex on a barrier island. One guest room building consisting of 24 guest rooms is being renovated primarily for finish and fixture upgrades. 2 standard guest rooms are being upgraded to ADA guest rooms as a part of this project along with accessible routes within the site.

The head building official of Holmes Beach has requested that we submit for a waiver. He acknowledges that we are offering substantial accessibility improvements, but feels that a waiver is still required for the vertical accessibility to this 2-story guest room building, despite the fact that we are converting 2 standard rooms into 2 fully accessible rooms at the ground floor.

Section 201.1.1 Vertical accessibility.
Advisory 201.1 Scope. These requirements are to be applied to all areas of a facility unless exempted, or where scoping limits the number of multiple elements required to be accessible.

Since the 2nd level of this building only provides guest room accommodations, we have already exceeded the requirements of Table 224.2 Guest Rooms with Mobility Features by providing 2 accessible units at the ground floor level, adjacent to the office and handicap parking spots within a building that at 24 guest rooms only requires 1 accessible unit.

Per Advisory 201.1 and Table 224.2, the scoping limits would be 1 unit, which we have already exceeded. Thereby, the exception for vertical accessibility requirements applies to this scenario.

10. Grounds for Waiver: The Florida Building Commission may grant waivers of Florida-specific accessibility requirements upon a determination of unnecessary, unreasonable or extreme hardship. NOTE:**


This is an unnecessary requirement for this project.

This building consists of "like" units at the first and second floors with an office also located at the first floor. The second floor units have the same ceiling height and no special amenities. The second floor has private balconies, while the first floor has private covered porches.

The project includes ADA accesibility upgrades to 2 units (of 24 total for this building) at the ground level in close proximity to the office with new ADA parking provided immediately outside of these units. An accessible path is being provided from parking to the check-in office, ADA guest suites, and to all communal amenities of the property including a new pool deck with appropriate ADA access.




The project cost overall is $768,690. This includes the following ADA improvements, which are already proposed:

$14,368 - ADA Unit Type "E"

Additionally, the egress paths are being improved for site access to amenities and parking with estimated costs listed below. This scope is already in the project:

Shaun M. Luttrell, AIA, NCARB, LEED AP is the applicant and architect of record for this interior improvement project with ADA guest room and site upgrades. A digital seal has been uploaded along with an executive summary. Shaun is a licensed architect in Florida and Texas and provides extensive Architectural services including accessibility assessments for the Department of Defense for all facility types at MacDill Air Force Base.
