TAC ACTION:
Question: Under the
Florida Building Code ‐ Fuel Gas, Seventh Edition (2020) is the bonding
of CSST to be performed in accordance with Sections 310.2 through 310.3 and not
in accordance with sections 310.1.1 through 310.1.1.5?
Answer: The answer to
the Petitioner’s question is yes. The requirements
of Sections 310.2 through 310.3 are more specific than the requirements of
Sections 310.1.1 through 310.1.1.5 of the 7th Edition (2020) Florida Building
Code, Fuel Gas with regard to method of bonding to be performed for CSST tubing
systems and therefore in according with Section 102.1 of the 7th Edition (2020)
Florida Building Code, Building, the requirements of Sections 310.2 through
310.3 prevail over the requirements of Sections 310.1.1 through 310.1.1.5.

TAC ACTION:
Question 1: As residential
<3 stories with a HVAC change out less than 30% of the assessed value of the
structure, would this be an alteration governed by the “Existing Building”
code?
Answer: The answer to the Petitioner’s question
is yes. As per Section 101.4 Applicability of the 7th Edition (2020)
Florida Building Code, Existing Building, alteration “i.e. HVAC change out”
falls within the scope of the FBC, Existing Building.
Question 2: When replacing a HVAC system in this
residence are we governed by the FBC Energy Conservation code or does R101.4.2
apply?
Answer: The alteration
in question is governed by Section R101.4.2 of the 7th Edition (2020) FBC,
Energy Conservation (the Code) and therefore compliance with the Code is not
required.
Question 3: When replacing the thermostat as part of
the change-out in this residence, is the thermostat required to be
programmable?
Answer: The answer to the Petitioner’s question
is no. As per Section R101.4.2 and the definition of “Renovated
Building” of the 7th Edition (2020) FBC, Energy Conservation (the Code), the
project in question including the thermostat is exempt from compliance with the
Code.

Question 1: Does the
installation of a manufactured home in accordance with FBC Section 458 require
additional termite treatment in accordance with Sections R318.1.1 through
R318.1.7 if the requirements of Section R318.1.8 are met by the use of
naturally durable wood or wood that is preservative-treated in accordance with
AWPA U1 for the species, product, preservative and end use in areas required by
Section R317.1.1 through R317.1.7 as illustrated in Figure 1?
Answer: The answer to the Petitioner’s question
is yes. The termite protection requirements of Sections R318.1.1 through
R318.1.7 are in addition to requirements of Sections R317.1.1 through R317.1.7
of the 6th Edition (2017) Florida Building Code, Residential.
Question 2: Does section
R318.1 require that if termite protective treatment is provided by Section
R318.1.8 in areas required by Section R317.1.1 through R317.1.7 as illustrated
in Figure 1, that a Certificate of Compliance be issued to the building
department by a licensed pest control company? Specifically, a Certificate of
Compliance that contains the following statement: "The building has
received a complete treatment for the prevention of subterranean termites.
Treatment is in accordance with rules and laws established by the Florida Department
of Agriculture and Consumer Services."
Answer: The answer to the Petitioner’s question
is yes. As per section R318.1 of the 6th Edition (2017) Florida Building Code,
Residential, upon completion of the application of the termite protective
treatment, a Certificate of Compliance shall be issued to the building
department by the licensed pest control company.
