The Glitch Code Change Cycle for the 2010 update to the Florida Building Code has started.

 

Purpose:  to allow an opportunity to fix unforeseen conflicts and omissions from importing the 2009 I- Codes into the 2010 update to the Florida Building Code.

Criteria for Glitch Code Change.

 

In order for a proposed code change to be accepted as a glitch change, it must meet the following requirements:

 

(1)   It must fall within one of the following criteria:

·         Conflicts within the updated code;

·         Conflicts between the updated code and the Florida Fire Prevention Code adopted pursuant to chapter 633;

·         The omission of previously adopted Florida-specific amendments to the updated code if such omission is not supported by a specific recommendation of a technical advisory committee or particular action by the commission;

·         Equivalency of standards;

·         Changes to or inconsistencies with federal or state law;

·         Adoption of an updated edition of the National Electrical Code if the Commission finds that delay of implementing the updated edition causes undue hardship to stakeholders or otherwise threatens the public health, safety, and welfare; or

·         Unintended results from the integration of previously adopted Florida-specific amendments with the model code.

(2)   The proponent must address as part of the rationale for the proposed code change the following:

(a)    Whether the proposed code change falls within the glitch criteria stated above,

(b)   Whether the proposed code change has a Florida specific need, and

(c)    What the impact is on small businesses.

The 2010 FBC abbreviated glitch code change process is an expedited process, which will not include the usual 45-day comment period. 

 

Proposed code modifications are accepted electronically via the www.floridabuilding.org website/Code Modification Module. 

 

In order to submit a glitch code change to the 2010 FBC, you must use as a base text for your code change, the 2009 I-Codes and the Florida supplements to the 2009 I-Codes available at the link below:

After reviewing both the 2009 I-Codes and Florida Supplements to the 2009 I- Codes, cut the text of concern and revise as appropriate using legislative format for drafting your proposed code change.
