6. Report on and discuss the information
obtained from training course providers regarding training course evaluations
Cam Fentriss reported that she sent an inquiry to all approved
training providers (112) asking them how attendees evaluate a particular
training course’s effectiveness. To date, Cam stated that she has received 17
responses with the following breakdown:

of a standard course evaluation form (11 responses)

of a quiz/exam (4 responses)

Use
of both (2 responses)

7. Report on the status of Rule 9B-70.001,
F.A.C., regarding the elimination of the Building Code core education
requirement
The Chair
asked for discussion related to this item.
Jim Richmond
stated that Governor Scott has suspended all rule making activities. He said
that a new office has been created to review all existing rules currently
moving through the approval process. Further, he said that this office (besides
rule reviews) is also heavily involved in creating/reviewing budgets and
scrutinizing/processing all contracts over $1,000,000.00. The bottom line is
that this office is very busy. As a result, Jim said that after February 2, he
would repackage this rule review request and send it to the Governor’s Office.
The Chair
asked Jim Richmond what the status of the Florida Building Commission was as it
related to where it (the FBC) would be housed and administratively staffed.
Jim Richmond
said that he has not heard anything negative about the FBC. He said that the
construction industry seems to support the FBC and that the public is not
complaining either. He did say that the FBC will be reviewed with much
scrutiny. Cam Fentriss agreed with Jim Richmond’s
statements concerning the FBC.
Jim Richmond
further stated that DCA will also be scrutinized as a state agency, but that
should not affect or impact the FBC in a negative manner.
The Chair
asked where the current DCA staff might end up, who work with and
administratively support the FBC members.
Cam Fentriss stated that the construction industry has proposed
to Governor Scott’s transition team that, if DCA is disassembled or moved, that
it would be placed under DBPR in a separate autonomous division along with the
existing design and construction licensing boards. The BCIS should move with
the Commission.
Jim Richmond
said that basically all he knows is what he has read in the newspapers. He said
that DCA has a new Secretary who is trying to improve the image of DCA and that
the agency will be going through a sunset review.
The Chair
stated that to summarize then, there is no immediate indication that the FBC
will be administratively moved to DBPR.

Identify future POC member discussion items
The Chair
stated that this might be a good time to discuss the Education POC’s meeting
policy. He then asked Cam Fentriss to summarize this
issue.
Cam Fentriss stated that the issue up for discussion was
that---if no new training courses were submitted for approval, and/or no
relevant business items (as they relate to the Education POC’s mission) had
been identified other the routine Education Administrator’s activity
report---then should the Education POC meet?
The Chair
asked Jim Richmond, from a legal perspective, did a time requirement exist for
POC/TAC meetings?
Jim Richmond
responded that the only requirement was that the POC met “only as needed.”
Cam Fentriss stated that there was a time requirement for
noticing the meeting in the Florida Administrative Weekly.
Commissioner
Gregory stated that if we do not have to meet then we shouldn’t.
Jim Richmond
further stated that many times discretion is used when scheduling POC and TAC
meetings, depending on the type of business, actions or decisions that needed
to be conducted or made.
