Accessibility TAC

Detectable Warnings: Presentations were made by Peggy Greenwell of the Federal Access Board and Dean Perkins of Florida DOT regarding the placement and specifications of detectable warnings. Based on findings resulting from a pilot project, the most desirable materials for the warning strips are thermoplastic, cast in place tiles and epoxy grout. Stamped concrete is not an acceptable alternative. Proposed new ADAAG requirements eliminate the need for warnings onsite and will only apply to rights of way. Detectable warnings are not required for parking spaces as they are not considered hazardous vehicular areas. The Access Board recommends using a two foot strip along the bottoms of curb ramps, where required. The TAC voted to recommend conducting a charette to further define the locations of required detectable warnings.
Education and Training: Online training is available for playground facilities and Title II facilities. The TAC voted to proceed with having the Access Board certified as an educational provider for the appropriate boards.
Toilet Room Design: Although discussion failed to reach a consensus on whether a lavatory outside an accessible toilet stall is required, the majority concurred that the code does not require this although it would be desirable.
Issues of Concern: A straw ballot will be held at the June meeting on any issues TAC members feel need clarification.
