The meeting was convened by Chair Dale Greiner at 8:30 a.m. A quorum was achieved with seven voting members present: Steve Bassett, Bob Cochell, Jan Geyselaers, Dale Greiner, Don Kitner, Maury Jacobson, Richard Reynolds and Roger Sanders.
Meeting Objectives:
Discuss and provide a recommendation to the Commission on a request for Declaratory Statement, DCA07-DEC-105, by Leonard Devine of Palm Beach County, on Section 13-415.1.ABC.1.2 of the FBC, Building, concerning local override of lighting controls.
2. Review and advise the Commission on the comments received regarding TAC recommendations on the proposed code changes to the proposed 2007 Florida Building Code.
3. Report on a grant for a prototype program on electronic energy code submittals.
Actions Taken:
The agenda and minutes of the 5/7/07 meeting were unanimously approved.
After an explanation of DCA07-DEC-105 by Stanton and Devine, the following action was taken by the TAC:
On a motion from Bassett and a second from Sanders, the TAC unanimously approved the following disposition of DCA07-DEC-105:
To the question , Would an office that is enclosed by ceiling-height partitions be considered a space per the FBC? , the answer is: YES, the code considers an office with ceiling-height partitions to be a space.
To the question, Is it the intent of this code section to require some form of control to either manually or automatically control lighting within this building with an individual override for each space (i.e. each room within the building, including mechanical, electrical, individual offices, conference rooms, training rooms, storage rooms with lighting, and open office space)?, the answer is YES, the intent of the code is for all rooms in the building to have an override for any time-of-day scheduled shut-off control.
To the question, In the case of this building, would it be permissible to use just two overrides per floor in lieu of installing at least one override control in each space? , the answer is NO, each space enclosed by ceiling-height partitions must have an override control unless controlled by a signal from another control or alarm system that indicates occupied or unoccupied status.
Chair Dale Greiner explained that the objective of the comment review process was not to reconsider actions taken previously by the TAC but rather to review comments with specific code language changes and advise the Commission when a comment would improve the meaning of a proposed code modification. The TAC advised the Commission that the following comments will enhance the clarity of the mod referenced:

Rob Vieira from the Florida Solar Energy Center gave a report on a grant for a prototype program on electronic energy code submittals. Raju Sen Sharma of FSEC will be lead on the project. To date, Orlando and Lake County will be participating; the project still needs to identify a smaller jurisdiction that wants to participate.
The TAC asked that a presentation be made on the EnergyGauge USA computer program at the August TAC meeting.
