1. Members in attendance:
Call to order, review/approve agenda .. Chris Schulte, Chair
Karen Warseck, Nan Dean, Billy Cone, Kenny Everett, Buck Buchanan, Jr., Jon Hamrick. The chair announced that Morris Swope resigned as TAC member.
The agenda was approved with a change to take up item 3 first and item 2 second. Also the minutes were approved.
Reviewed and advised the Commission on comments received regarding TAC recommendations on the proposed 2007 Florida Building Code.
2. Jeff Blair and Chris Schulte explained that the objective of the comment review process was not to reconsider actions taken previously by the TAC but rather to review comments with specific code language changes and advise the Commission when a comment would improve the meaning of a proposed code modification. The TAC advised the Commission on the mods of concern. See tracking chart.
3. The committee discussed the development of mitigation requirements and standards to address requiring secondary water barrier when the roof is replaced and provided comments for consideration at the workshop. [See attached comments.]

Synthetic base sheets have higher strength, GAF, and thus should be considered as a secondary water barrier,
Billy Cone, concerned that they were not part of writing the language.
Lorraine Ross, the legislature did not intend to disallow shingle over shingle. Recover versus reroofing needs to be defined. Would like to see workshop on this subject.
Secondary water barrier, mitigation forms do not allow 4 inch strip, change to 6 inch.
add astm#, synthetic felts class a rating, can be used with self adhered modified, is not water proofing barrier, caulk or tape to seal joints,.
Recover issue, will do away with the ability to do recover system, tax value of home, not worth, is roofing contractor responsible for general contracting? Tongue and groove, self adhered?
Schulte, planning for failure by requiring secondary water barrier, meeting uplift load? Barrier will be penetrated, shingles, tile, nails, clips for standing seam roofs, should be a retarder not a barrier, requests that a workshop be convened. Need to bring together engineers, building officials.
Roofer not able to leave the roof open under this statute.
Eric, intent of table to give credit for existing fasteners, 8d clip head or round head has no credit as a supplemental fastener add to the table
Leaving roof exposed for 180 days will not meet fire rating for the code.
Ross, new wind testing assessing ability of materials to resist wind, see the Hurricane Advisory Research Committee
