Florida Building Code Compliance and Mitigation Program
Scope of Work:
Purpose: Pursuant to s. 553.841, Florida Statutes, the Department of Community Affairs, shall contract with a private not-for-profit organization to develop, coordinate and maintain education and outreach to persons required to comply with the Florida Building Code and ensure consistent education, training and communication of the code's requirements, including, but not limited to, methods for mitigation of storm-related damage.
Task 1: Contractor shall convene quarterly workgroups comprised of representatives from the Department, Florida Building Commission (FBC), Building Officials Association of Florida, and the design and construction industries to provide input and recommendations to the Department and Commission. The workgroup will report to the Department and Commission the recommended allocations to address the statutory requirements contained in s.553.841, Florida Statutes;
Task 2: Contractor shall operate a clearinghouse through which design, construction and building code enforcement licensees, suppliers, and consumers in this state may exchange information relating to mitigation and facilitate repairs in the aftermath of a natural disaster;
Task 3: Contractor shall develop and deliver building code-related education, training and outreach;
Task 4: Contractor shall maintain and update the accreditation database in the Building Code Information System (BCIS) for the Florida Building Code advance courses;
Task 5: Contractor shall promote design and construction techniques and materials for mitigating hurricane damage at a Florida based trade conference that includes participants from the broadest possible range of design and construction trades and professions, including from those private and public-sector entities having jurisdiction over building codes and design construction licensure;
Task 6: Contractor shall provide administrative support for the Education Program Outreach Committee (Education POC) meetings for the Florida Building Commission, including agendas, minutes, facilitation, and attendance of all meetings;
Task 7: Contractor shall provide a professional Education Administrator, approved by the Commission, to provide the following administrative and coordination services for the Building Code Education Accreditation System: Assist the Education POC in developing rules to establish course development guidelines; review “accreditor” applications for recommendation to the Education POC; provide oversite of the Building Code Education Accreditation System; audit a minimum of 2% of the courses reviewed by each FBC approved accreditor each year; conduct random audits of accredited course presentations to insure course material presented complies with FBC; monitor online CORE, insuring timely updates; provide quarterly reports re: System to Education POC; conduct a minimum of two training sessions on course development guidelines, Rule 9B-70, F.A.C., BCIS accreditation process, etc. for private providers each year; provide technical assistance on using the Building Code Information System (BCIS), Accreditation Module, for providers, accreditors, and general public; coordinate BCIS enhancements/updates to Accreditation Process; attend all scheduled Education POC and Building Code Education Council meetings.
Administrator shall have at least three years experience related to development, three years experience related to building codes, knowledge of DBPR board education requirements, knowledge of Chapter 120, F.S.
Administrator cannot be or have a financial interest in a FBC approved accreditor or a Department of Business and Professional Regulation approved provider.
