Summary:
This project will consist of replacing the flat work concrete walkways below the bleacher seating and erecting (4) new masonry buildings with stucco and brick finish. The buildings will be roofed with metal decking on steel bar joist, with rigid insulation and a modified bitumen membrane roofing material.
Concrete flat work is 12,555 sf @ $/sf
The masonry buildings total 7,233 sf @ $195/sf = $1,410,435.
The home side bleacher seating was replaced in phase one of the project for safety purposes however, nothing was done to the support facilities such as the concession stand, group restrooms and the locker rooms.
Construction Status:
*Briefly explain why the request has now been referred to the Commission.
The School District has been budgeting money for the many critical life safety code upgrade projects that are critical in the District. It was determined that the budget for Phase 2 at the Citrus Bowl was short on funding. The new elevator to the press box is the single most expensive line item that could be eliminated without effecting other code issues.
Requirements to be Waived.
Issue 1:
Florida-specific hotel/motel rooms
Minimum height in parking structures
Accessible parking
Vertical accessibility
Toilet rooms
Private
Other
Phase one of this project saw the 50 year old home side bleachers being replaced and a new premanufactured press box installed as part of the bleacher vendors scope. Vertical accessibility to this press box is extra ordinarily expensive given the height to width ratio of a free standing elevator hoistway. There is no structural support at the top landing which makes the hoistway a 50 foot tall cantilever.

Grounds for waiver.
NOTE:**
Need Additional Space
The elevator hoistway will be 50 ft. tall with an effective footprint of 6 ft. x 8 ft. The hoistway will need to be free standing because the pre-manufactured press box cannot accept any load from the elevator. The structure to withstand todays windloads with the height required and very small footprint is extraordinarily expensive and the budget for the toilet and locker room accessibility upgrades is already over the Districts available funds.
