1. Members Attending:
Call to Order re/approve agenda and minutes . .Do Kim, Chairman
Paul Kidwell, Craig Parrino, C. W. Macomber, Dave Olmstead, George Wiggins, Rusty Carroll, Jack Glenn, Dan Lavrich, and Jaime Gascon.
The agenda was approved with a change to take up item 6 first, then item 5, then item 4, then item 2 and item 3 last. Also the minutes were approved.
2. Reviewed the equivalence of approval Standard FM4881 proposed by Jeffrey Gould. Mr. Gould informed the committee that the standard is in draft status and is being reviewed by FM. Based on this, the TAC deferred action on this item until the standard is finalized.
3. The committee discussed the development of mitigation requirements and standards to address retrofit of existing site built residential buildings to include the following: prescriptive gable end bracing techniques, prescriptive roof to wall attachment, strengthening/correction of roof deck attachment fastening, and opening protection.

4. Reviewed ASCE 7 methodology for calculation of wind uplift as under estimating the actual wind uplift of structures. The committee determined that the ASCE 7 Wind Committee should address the issue first.
5. Reviewed Table R301.2(2) Component and Cladding Loads as not consistent with the table in the Building Volume or ASCE 7-02 and determined that there was no issue at this time.
6. Jeff Blair and Do Kim explained that the objective of the comment review process was not to reconsider actions taken previously by the TAC but rather to review comments with specific code language changes and advise the Commission when a comment would improve the meaning of a proposed code modification. The TAC advised the Commission on the modifications of concern. See tracking chart.

Richard, perspective drawings are better.
Rick, sheathing fastening and secondary water barrier are required when roof is replaced. Roof/wall connection, gable end bracing not required by law. Gable end bracing is voluntary method, recognized techniques (prescriptive methodologies) that building officials could use. Shutters for 1 & 2 family dwellings will be required for alteration that exceed 50,000 in cost.
Bill York, funding provided to homeowners is limited to gable end bracing and opening protection.
Ross, water proofing for decks, roof covering replacement, versus recovery, 2 nd layer put down. Techniques are for roof replacement (exposed deck). Need to look at the definitions. The provisions need to only be considered when doing roof replacement. The proposal as written would not allow the second layer.
Rick, manufacturer's directions?
Eric, 511.3 exceptions, must remove roof to comply with this proposal, legislative intent to fix roofs now.
Lorraine , we need to respond to legislation intent, they should have said they wanted to ban the second layer.
Iqbal, change to roof frame, descriptive requirements can apply to other houses. Cannot require one prescriptive to all cases.
Joe Belcher, has the gable end bracing of chapter 6 of the residential code been considered?
Rusty, nail sizes, FM 105B, put actual size of penny nail in document. Clip headed nails did not make it. Insufficient.
Eric, too many nails damaged members. Credit for existing fasteners. Secondary water barrier, general exception not to 1 & 2, make it a separate item 3. Option 1&2 do not apply, make the exception for HVHZ.
Rusty exception 1 is in conflict with the HVHZ requirements. 30 lb anchor, composition shingles, discontinuous roof systems.
Craig, failures when gable adjacent to cathedral ceiling need to be considered.
Jack, only gable truss addressed here.
Jaime, was the intent to bypass the engineer?
Do, intent is to provide prescriptive details.
Do, length in table, width in section, no footnote d,
Mo, add voluntary retrofit chapter in existing building volume? Separate document? Rusty, add as an Appendix?
