Product Approval Program Oversight Committee members present: Ed Carson – Chair, Chris Schulte, Herminio Gonzalez. DCA and Commission staff attending included: Mo Madani, Joe Bigelow, Suzanne Davis, Jeff Blair and Jim Richmond.

Meeting Agenda:

1. The meeting was called to Order by Chairman Ed Carson. The agenda was approved as amended to defer discussion items 3(B) and 3(C) to future meetings. The August 10, 009 Minutes approved.

2. Product Approval Program Issues

A. Staff presented the Product Approval Entities and statistics report (9/5 – 10/5 2009) for the 2007 FBC.

B. Product Approval Administrator’s Performance Survey – staff presented the survey to the POC members and stated that the overall performance of the Administrator is good to excellent.

3. Discussion Items:

A. Comments to the workshop on the proposed revision to Rule 9B-72.130. Staff provided the POC with background information on the proposed rule and reviewed with the POC proposed revisions to Rule 9B-72.130. The POC considered the staff proposal and approved the following as the comments/proposed revisions to Rule 9B-72.130.

Revise Rule 9B-72.130, Forms, as follows:

The following forms are adopted for use in reference to the Product Evaluation and Approval System. Copies of these forms are available from the Department of Community Affairs, Codes and Standards Section, 2555 Shumard Oak Boulevard, Tallahassee, Florida 32399, and via the Building Codes Information System on the Internet, www.floridabuilding.org.

(1) Florida Building Commission, Application for Organization/Entity Approval, Form No. 9B-72.130(1), updated ~~October 11, 2005~~ ………….. (electronic version).

(2) Florida Building Commission, Application for State Product Approvals, Form No. 9B-72.130(2), updated ~~October 11, 2005~~ …………(electronic version). New and revised applications received after January 11, 2010 shall be limited to a maximum of 150 product sequence numbers. This limitation shall not be applicable to editorial revision or affirmation of an existing application.

(3) No change.

4. Ted Berman and Associates Report – Products and entities were reviewed and approved recommendations were provided.

Note: the scope of the Roofing Subcategory “Roofing Insulation” was discussed and it was noted that staff will review the criteria and limitation of use of currently approved roof insulation products and provide a summary report on the subject to the POC for review at the December meeting.
