1. Review and Approval of December 2006 Agenda

2. Review and Approval of October 2006 Minutes
Motion: Approve October 2006 POC Minutes contingent on changing the word “scrutinized' to “evaluated”, on page 2, paragraph 5.

3. Discuss the issue(s) of course updating, continued sale of, or archival of the four technical core courses.
The Education Administrator stated that in a prior POC meeting, the POC had passed a motion stating that the four technical core courses could be given to providers for free (vs. sold to them). It was also stated that these core courses would not be further updated by DCA and that DBPR would not approve a core course that was not updated by DCA.
A suggestion was made that the course materials that comprise the four technical core courses be used to create advanced courses.
Motion : Allow providers access to the four technical core courses with no restrictions, to be used to develop either advanced or general courses to be taught to licensees.

4. Discuss relevant issues that emanated from the Building Code Education and Outreach Council Meeting, held on September 27, 2006 , in Tallahassee , Florida .
The Chair stated that the minutes of the Building Code Education and Outreach Council meeting was included on this agenda for informational purposes. There was no further discussion. No action was taken.
5. Discuss relevant issues that emanated from a conference call among the members of the Building Code Education and Outreach Council that occurred on October 31, 2006 . Those issues should include proposed subject areas for potential advanced code courses and fees from the CILB and ECLB.
The chair stated that the following reflect the subject areas identified by the Council members representing their respective boards during the conference call:
Construction Industry Licensing Board
Outreach (billboards, website postings, articles for trade publications, fact sheets, and other short message means to alert and reinforce) on rules and laws relating to building codes and licensure requirements
Electrical Contractors Licensing Board
Safety on live electrical parts
Board of Landscape Architecture
Site and parking lot Accessibility, commercial swimming pools and spas, lighting (site and energy conservation), water conservation through storm water design, site design, roof gardens and green roofs, outdoor type structures (arbors, shelters, large gathering facilities, etc.), LEED related topics.
Board of Professional Engineers
1. Understanding and applying Florida Building Code for facilities in the high-velocity hurricane zone (sequence of 2, 4 hour sessions)
2. Understanding and applying Florida Energy Code Commercial Building Compliance Methods for HVAC systems and calculations for total building compliance (4 hrs)
3. Understanding and applying Florida Energy Code Commercial Building Compliance Methods for lighting and electrical systems (2 hrs)
4. Understanding and applying Florida Building and Fire Prevention Codes for sprinkler and standpipe design (4 hrs)
5. Understanding and applying Florida Building and Fire Codes for fire alarm design (2 hrs)

Training on electrical requirements of the energy code
ADA and plumbing contractors
The Chair also stated that another issue raised during the conference call was the University of West Florida 's proposal to create a statewide building code training program utilizing a virtual construction video library. This proposal would be included as part of an RFP to contract with an Administrator for the Council.

6. Discuss the results of the Accessibility Course Workshop, which was held in Ft. Lauderdale, on November 20, 2006 . The discussion should include the option of using a four hour Accessibility course as a core option for licensure or license renewal (other option is four hour administrative core course).
The Education Administrator stated that he facilitated a review workshop regarding a two hour Accessibility course and that the report showing those proposed changes was included as an agenda item for informational purposes. The POC had approved a motion at the October POC Meeting to recommend to the Commission to integrate into rule an alternative required core course regarding Chapter Eleven issues. No other action was taken.
7. Discuss the possible language changes for 9B-70 that are currently being reviewed and/or considered.
The Chair and the Education Administrator read through each proposed change to the 9B-70 language and asked for comment. There was much lively discussion from both POC members and meeting participants, with many of the proposed language changes coming from Med Kopczynski . That specific input will be included with the rest of the proposed changes to the language and presented at a Rule Development Workshop during the Commission's December Plenary Session. The following represent summary statements reflecting the major proposed changes to the rule.

8. Discuss the Education Report – 2007 FBC Annual Report to the Legislature
The Chair asked for comments about the report.
Larry Schneider stated that the reference to 1/14 (one accredited hour of instruction in fourteen) was incorrect for all of the boards. The Chair concurred and the reference was stricken.
Several attendees suggested that the term “outrage” (page 2, paragraph 2) should be changed to “unwillingness”. The POC agreed.
Sharon Mignardi asked who was the “one entity” referenced in the recommendations section. The Chair stated that we don't know that yet.

11. General Public Comment
Bill Norkunas commented on the importance of the development and approval of an Accessibility course. He cited two specific examples regarding access issues (which lead to court cases) that should not have happened if Building Inspectors were trained with standard criteria for Accessibility.
