6. Discuss and identify criteria to
allow self affirmation by providers, for advanced courses requiring minor technical
changes, instead of the currently required full accreditation process.
The Chair asked the participants to comment on this item.
Jane Waddel (Contractor’s Institute) stated that for one of
her courses, she needed to make a reference change from 503 to 711, because of
an error in the code. She said that just to make that change, she had to go
through the entire accreditation process---which she felt were “too many hoops”
to jump through for a simple technical reference change.
Cam Fentriss stated that if the decision was made to allow
self affirmations, then a rule change would be required. She further said that
she has reviewed the rule and suggested that a separate sub-section be created
to handle self affirmations regarding advanced courses that were currently both
approved and active. She also stated that a form would have to be created and
placed on the current BCIS site, for providers to actually complete this
action.
Jane Waddel stated that she thought the process of self
affirmation should be handled like the current process used for
administratively approved courses. Cam Fentriss further added that any course
placed in this category should also be listed on future Education POC agendas
for POC review.
Commissioner Hamrick stated that any changes made to these
course materials, should be seen or discerned easily when reviewed.
Cam Fentriss gave some examples to consider as part of this
discussion. For example,

What if a course needed to change one reference number, 25
times? She felt this could fall into the category of a self affirmed course.
·
What if a course needed to have one reference number changed
and a table? She felt that this course would probably need to be re-accredited.
·
What if a course needed to have 25 different reference
numbers changed? Again, she felt that this course would probably need to be
re-accredited.
The Chair stated that he did not want to place more burden
on providers. He then asked Cam Fentriss to put together draft language
regarding this issue, circulate it for more input, then present this draft
language as an agenda item at the next POC meeting.

SB 648
does include last year’s elimination of the core course for the chapter 553
provisions, and it also includes this for some of the other licensure
provisions, but some of these need to be modified to address changes that did
pass in HB 425 last year. Please expect some amendments to these provisions.

266-272 are “shell” bills meaning they do not contain anything – they simply
express legislative intent to change the law on the subject as specified. These
bills are placeholders and may not even be used. If scheduled for hearing,
substantive legislation will be amended onto the bill at its first committee
hearing.

846 relates to fire sprinklers and amends the Florida Building Code, so more
could be added to this bill.

Administrator was asked by the Chair as to the deadline when items can be added
to the agenda. The Education Administrator stated that an item should be
submitted within two weeks of the agenda being posted.
