Description:
The project is the rehabilitation of a historic home into a mixed use building consisting of an office space on the first and second floor and a single family residence/efficiency apartment on the third floor.

Summary:
The various Accessibility accommodations is approximately 20% of the total construction costs. Unfortunately the elevator requires three phase power and the City Utilities cannot get three phase power to the site, therefore we have to include a phase converter into the cost of the elevator. Therefore, $3,500 for ramps and railings, $42,000 for ADA restrooms fixtures and accessories, $12,000 for plumbing including restrooms and water fountains, $83,400 for the Elevator shaft, system and phase converter, a portion of sidewalks at $3,000 and $14,000 for parking and signage equates to $157,900 or .2007 of the total $786,500 to project cost and .2429 of the $650,000 construction cost.

The Building Officials recommended we seek a waiver due to the building's historic designation, the hardship cost of an elevator on the budget, and the inability for the utility company to get three phase power to the site. Subsequently DOS/BHR Architect does not believe the proposed alterations will be detrimental to the Historic Character of the building.

Elevator #1 - During code review the City of Tallahassee Utilities noted they cannot get three phase power to the site. The elevator requires three phase power. Therefore we must include a phase converter into the budget cost for elevator. Total accessibility accommodations is approximately 20% of the budget.

NOTE:**



The building's proposed renovations make adequate accommodations for persons with disabilities on the first floor. All common areas are located on the first floor. Only 5 offices are provided on the second floor and will be only occupied by 5 or less individuals.




The elevator cannot be serviced by the City of Tallahassee utilities with three phase power, therefore a phase converter would be required to be purchased along with the elevator, resulting in substantial costs to the owner. I have included cost estimates provided to us by two manufacturer's on a similar project and scanned the elevator estimation page from the 2019 Means Cost Guide as a guideline for estimation.
