This is harming my business. permits were applied for and approved by Palm Beach County building Department for the installation of a 500-gallon underground LP tanks. and the tanks were installed. The field inspector disagreed with the approved drawings and would not allow us to backfill and cover up the tanks which is a danger to anybody nearby who could fall in the hole on top of the tanks and this is been going on for over five months with delays by Palm Beach County.

Doug Weiss the Palm Beach County building official's interpretation of (2017 edition NFPA 58 6.4.2.3  is that you should measure 10' from the underground LP tank to the nearest hard roof. By local appeal board Palm Beach County

For underground LP tank installations Measure 10' from the surface of the tank to the portion of the foundation(slab) where gas could accumulate under the structure. Example an enclosed structure with four walls and a roof.

All the examples in NFPA 58 show that you measuring from the surface of the tank to the foundation(slab).The reason for this is if an underground container is leaking, gas will migrate some distance through the dirt and if an underground structure such as a basement, foundation(slab) is placed too close there is a potential for gas to accumulate in the structure and become a fire or explosion hazard.
